You may try the steps mentioned below for the DVD drive issue. Please create a System restore point before performing the steps. You may refer to article Here for more information on Createing a restore point
You may try running the Microsoft Fix-it that directly addresses to the issue you are facing from Here.
Once you click on the link for Microsoft Fix it --> Click Run Now --> Save the file --> Double click on it --> and follow the prompts. If this fails, you can try it manually from the steps below.
You can follow the steps below to delete the Upper lower filters from the registry:
Click 'Start', and then click 'All Programs'.
Click 'Accessories', and then click 'Run'.
Type 'regedit', and then click 'OK'. If you are prompted for an administrator password or for a confirmation, type the password, or click 'Allow'.
In the navigation pane, locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
In the right pane, click UpperFilters.
Note: You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry. To do this, go to step 8.
On the 'Edit' menu, click 'Delete'.
When you are prompted to confirm the deletion, click 'Yes'.
In the right pane, click 'LowerFilters'.
On the 'Edit' menu, click 'Delete'.
When you are prompted to confirm the deletion, click 'Yes'.
Exit Registry Editor.
Restart the computer and see if the issue still persists.
Please test your drive. To test your CD/DVD drive from the utility partition:
1. Reboot your system. When you see the Dell logo, hit F12 to enter the boot menu. 2. Select Boot to utility partition or Diagnostics. 3. Select Test System. 4. Select Custom Test. 5. Use the arrow keys or mouse to select your CD/DVD drive. 6. Insert a CD or DVD. 7. Click Run Tests. 8. Write down any error messages.
Will I have to purchase a new drive myself our will Dell provide a new one as my warranty does not expire until 13/09/2013. I would by prepared to fit it myself if it does not void the warranty?

I have run a diagnostic and returned the following message:
Error Code: 2000-0147
Validation: 104370
MSG: Optical Drive 0 - Self Test: OPU fail
It did not ask me to insert a disc?

Contact Dell and they'll arrange a replacement. It's a fairly easy installation. No, certainly doesn't void the warranty to install it yourself.

You may refer to Owner's Manual Here for replacing optical drive.
Note : Before replacing optical drive, ensure that you follow safety instructions in Owner's Manual.

The drive was delivered at 13.00, fitted by 13.30 and I have tested it's read/write abilities using the following disc types:
DVD-R - Video -- read ok
DVD+R - Video -- read ok
CR-R - Audio -- read ok
DVD+RW - Video -- read ok
DVD-RW - Video --read ok
CD-R - Jpegs -- read ok
DVD+DL - Software -- read ok
DVD RAM -Audio -- read ok
DVD+R - Write ok
DVD-R - Write ok
Everything seems to be fine now.
