Desktop doesn't recognize Western Digital external hard drive

I have a WD400BB external hard drive with USB connection, that I had previously been using with my old E-Machines desktop. I recently purchased 2 new Dell computers, both with XP, both with about the same technical specs. The laptop recognizes and uses the external drive just fine, however each time I connect it to the desktop I get an error message "USB Device Not Recognized- one of the USB devices connected to this computer has malfunctiones, and Windows does not recognize it". I have attempted to uninstall and reinstall several times, using several different connection schemes- different USB ports, plug in before boot up, plug in after boot up, etc. I can not get the drive to install correctly. Since both the laptop and desktop have XP, I don't think I am missing a driver. Is there another reason for this problem/ or is there another fix I should attempt?

i'm thinking u need to flash your bios and chips.  go to the dell sight and get the new updated downloads.  install them then see if u can get it recognized.  if not it's likely the mb chip set is the culprit.  same problem with the dell 3000 dimension and simpletech ext hdd.  just won't work together.  it's not windows and it's not the drive.  i have 3 dimension 3000 and it won't work on any of them.  but.... works fine on the ones i built and my new HP.
