Are there any error messages, if so, then please post the exact text of them?

Check the reading of Diagnostic Lights on the front panel?.

Try a different power supply, or if you are handy around computers, you could test the power supply by unplugging the 24 pin connector from the motherboard and jumping the Green wire to one of the Black wires, if power supply and/or case/processor fans run, then you know it's good.

Note= Do not remove any wires from the plug, use a small piece of wire or a paper clip as a jumper.

Or, you could buy and use power supply tester, similar to the unit shown

Power supply checks out and the system still does not work, Remove all the PCI cards, the video card [if installed] and memory, disconnect the data and power cables to all the drives, then check that the front panel cable is connected to motherboard, with nothing else connected to the system, except the power cable, power the system on. If you do not get any beep codes or no diagnostic lights on the front panel, then it would appear that motherboard has died.

Would it be possible to remedy this problem myself (I've never looked inside a computer before - or should I leave it to a pro (of course my DELL warrant has run out...).

It depends on how comfortable and confident you feel at performing the tasks. We can provide you with step by step instructions and advice, but ultimately you are the one doing the work...
 
 
 
 
Looking at similar posts this could mean a power supply problem or hard drive - which would be the most likely , and the most serious?

It could be any number of causes...
