Error code 2000-0146 usually indicates a failing/failed hard drive, first try removing and reinstalling the Hard Drive, then rerun the diagnostics and see if you receive the same error.
If the same error is received, the hard drive has failed, then you need to replace it, followed by reinstalling windows, followed by loading the drivers and applications.

Go to BIOS Settings and change HDD position from AHCI SATA to SATA. This will fix your issue. If you face any issue in doing so then check here : Fix 2000-0146 Error.

It's always handy to include the computer model, when posting an issue
Try clicking F2 when it appears on the monitor, on start up.

Error code: 2000-0146 (DST Log contains previous errors) refers to previous errors in the short self test which might not really be a hardware failure.
If the DST from the Utility Partition does not indicate a failure of the drive, Dell consider's the error to have been corrected and the drive does not need to be replaced.
2000-0146 (Drive Self Test) can also occur if you have not provided a write-able Disc to check the optical drive.
Run the LONG Test on Just the hard drive.
http://en.community.dell.com/support-forums/desktop/w/desktop/3624.beep-codes-and-psa-diagnostic-chart.aspx
It means the short test log has Previous Errors.
Hard Drive
Remove and reinstall the Hard Drive for the error codes:
Please see the Service manual for instructions on how to remove and replace the Hard Drive. Be sure to remove and reinstall the cables for the hard drive if you are on a Desktop Computer.
After reinstalling the hard drive re-run the diagnostics if you receive the same error code
Contact Us.
RE Run the Drive Self Test (DST) from the Utility Partition also
known as the 32 bit diagnostics to determine if the previous error has been corrected.

You are a Life Saver. Thank you from the bottom of my heart. Indeed, changing the BIOS setting from RAID only or AHCI SATA, to SATA fixed the problem right away, DESPITE THAT: 1- I ran Dell diagnostics and it showed Failed Hard Drive message 2- and that almost everyone else on this forum and elsewhere confirmed it's a failing or failed Hard Drive. The computer runs perfectly normal now without any loss of data. I Thank you again so much.
