If Windows won't load, purchase an external USB drive case to hold the drive, remove it from the system, and mount the drive in the case. Attach to a working system by USB - you may be able to recover some or all your data files from the drive.
The drive then needs to be replaced -- as you now know, it has failed. Hard drives that have failed cannot be repaired - you need a replacement drive.
If you require further information, we'll need to know the exact system model you have.

Dell INSPIRON N5010
Can you please tell me the required specifications for the new hard drive.
It is a dual boot machine with Windows and Ubuntu. At this stage which OS is better to try and get as much data as possible.

Form Factor: 2.5" (for Laptop Computers or Small-Form-Factor Desktop Computers)
Dimensions: 9.5mm (H) x 70mm (W) x 100mm (D)
Disk Speed: 5400 RPM
Connection Type: SATA (Serial-ATA)
Up to 1tb in size.
Personally, I would use Windows.
