How do I enable NCQ?

I just got a Dimension 8400 with NCQ enabled drive.  Where are the options for this?
 
Both the order and the packing list show NCQ, however the drive has a Seagate xxx 23AS suffix, which is not an NCQ drive according to Seagate:

1.  Is this an NCQ drive?
2.  How do I switch NCQ on/off?

Have you asked dell or seagate support yet ???

Hello,
Seagate drives provided to OEM's such as Dell do not follow the same
specifications as our standard drives. OEM drives are altered to thier
spec's. Please contact Dell to verify that the drives are NCQ.

I have not contacted Dell, because my experience with this sort of question has not been good - they don't seem to know much technically.  I figured this board would be a better bet.

Why am I not surprised?  Here is Dell's response:

"Thank you for contacting Dell Technical Support.

I have gone through your e-mail and understand that you ordered for NCQ
hard drive and your hard drive doesn't show any NCQ.

I would request you to contact Seagate at 1-800-SEAGATE (1-800-732-4283)
for your issue. The official timings for North American Call Center are

Central time
8:00 A.M. to 8:00 P.M.
Monday through Friday
