Inserting Any Disc Makes My Computer restart

The problem I have is that every time that i insert any kind of disc in my cd drive it causes my computer to restart. And if I leave the disc in the drive ,it boots to the windows Xp screen and then it just restarts over and over and over until I pull the plug.

Any help will be greatly appreciated.Thank you

Remove any discs from your drive, and boot into Safe Mode. Enter the Device Manager (click Start | [Settings] | Control Panel | System, click the Hardware tab, and click the Device Manager button). Remove any items listed within the DVD/CD Devices category. Restart the computer, and allow Windows to boot normally.

If that does not help the problem, ensure your antivirus software engine and virus definitions are fully up-to-date, and perform a complete system scan.

You may also want to try eliminating programs starting up in the background that could be causing problems. See the following Dell Knowledge Base article for further information:

Well today a new problem arose

I try to start a program and the light on the DISABLED DRIVE  starts blinking and then It just shuts down.I updated to the latest virus definitions for norton 2k4 , did the full system scan and I still have the problem. And now when I start my computer a message shows up saying "Pasword Cleared ". I don't understand what it all means so I just hit F1 and ignore it.
