Yes, there should be a floppy controller on the motherboard that you can plug a floppy drive cable into. Look for a floppy drive ribbon cable with connectors for both 3.5" and 5.25". I believe the drive itself should fit the 5.25" CD drive bay.
I think you'll find that support for 1.2 M (5.25") floppy drives was dropped by Intel before the 700R systems were release -- you may have to go back to systems that were current around 1992-1993 to find one that supports a 5.25" drive.
AMD's old Super Socket 7 CPU boards dropped the support later than Intel did, so if you can find one that still functions, it may be another option.

I have a ribbon cable that supports 3.5 and 5.25, the connector for the mother board is for 34 pins and the mother board port says 33 will that work?

The 5.25 drive is not being recognized, I ran new hardware, not showing up, I even disconnected the 3.5 and still not being recognized.

Actually the Bios in a XPST700R does support a 5.25 drive.
