Latitude D600 winXP, Can't open Control Panel folder

When I click on the Control Panel to open the folder or if i click on the time in the bottom right corner to open the calender this is what pops up:  
 
Windows cannot find 'C:/WINDOWS/system32/rundll32.exe'.  Make sure you typed the name correctly, and then try again.  To search for a file, click the start button, and then click search.
 
I'm not sure if something got deleted or if something is wrong with my computer.  If anyone could possibly give me a solution to this problem that would be great.

If you can't get this solved after restoring the files, or the file becomes corrupt again, I'd say you might have malware.  They often replace/delete other files, especially system files like Rundll32.exe.  I've also seen Rundii32.exe with the i's capitolized - they look the same in Windows Explorer. 
 
You might be stuck calling a computer technician and having it fixed.  I hope you solve your problem, Joe.
