Loading PBR for descriptor 2...done PROBLEM!

Hi!  This is my first post, so hopefully someone can help me.  I have a Dell Dimension 4700 desktop.  I tried to reboot my computer and received the following message:
 
Loading PBR for descriptor 2...done.
A disk read error occurred
Press Ctrl+Alt+Del to restart
 
When I press that, it somewhat reboots and brings me back to the same error message over and over.  I've been researching the problem some and read something about unplugging my USB devices and restarting it, but the same error message was received.
 
I did a Hard Drive Diagnostic test and received:
 
Drive 0:  ST380013AS - Fail.  Return Code: 7
Drive 1:  No device
Drive 2:  TSSTcorpDVD-ROM TS-H352C - Diagnostics not supported
Drive 3   TSSTcorpCD-RW TS-H292B - Diagnostics not supported
 
To be honest, I'm not sure what any of that means, but seeing the word "fail" for any of my drives doesn't seem like a good thing.
 
I am concerned that my hard drive is done for and that I have possibly lost all of my files.  Does anyone know what I can do to fix this or what any of the error messages or test results mean?  Does anyone suggest doing a Windows System Restore?  If so, how can I do that since I can't boot into Windows and I don't have the disk, either.  I have Windows XP, if that will help you to answer me.  Is there some way to receive or burn a disk of the Restore from another computer?
 
Any help that can be given will be GREATLY appreciated.  I don't want to have to buy a new hard drive and I don't want to lose all of my files, either.  Thank you!!!!!!!!!!

Carrie - i'm afraid it's not good news. your hard drive has had it. there is a possibility of recovering some files - you will need to aquire (buy, borrow, etc) what is known as an "external hard drive enclosure" and connect it (via USB) to a functioning system. you may be able to recover some data that way.

"Drive 0:  ST380013AS - Fail.  Return Code: 7" mean's that the C: / hard drive has failed or is failing and should be replaced ASAP.
 
If your system is under warranty, then contact Dell for a replacement. No warranty, then try to buy either a Seagate, Western Digital, Samsung or Hitachi.
Check the lenght of the warranty, there's one to five years [Seagate] on hard drives.
 
Restoring windows will not help with a failed hard drive.
