Low level format utility?

Also known as a zero fill. My Latitude HD is pretty messed up so before I trash it I wanna just try to low level format it. I have been looking but can't find one. Does dell have a utility that can do a low level on a c600? I've been scowering through the dell site and did a few searches but I haven't been able to find anything.
