PC stuck in shut down screen.

When I try to turn off my computer, I go to shutdown, and the screen stays there without shutting down.  Before I get into how to fix this, why did it happen? Is it something that is effecting my computer? Big deal or no?  And yes, how do I fix this too.

This is really not a hard drive problem. However, MS has a troubleshooter here:

I suggest you try that and if you need further help, post over in the software forums under XP.

ok. Let me be more specific: I go to the start menu, and click the "turn off the computer" button. Then if I click reboot or shutdown, it goes to the "windows is shutting down" screen but never actually turns the computer off.  I didn't see any fixes for that in the link. Anyone else have suggestions?
