Portable HD Undetected

I hope someone can help.  I have a Dell Latitude E7240 and it can't detect my western digital 2TB passport HD. It is not showing on devicemanager.  The HD can be detected by my other laptop and even on my TV but on Dell Lat, it can't.  Please help! Thanks in advance!
