You need a boot CD in order to boot the PC. If you have the Windows XP installation cd, put it in the cd/dvd tray -- of course the pc has to be on to get the tray to open and close. Change your bios boot device order to boot from the cd first. Reboot. You'll be prompted to install windows. After you installed Windows to the new hd, you can go back into the bios to change the boot order back to hd first.
Note: To get into the bios menu, hit the F2 key as the pc is booting.
