Recovery not working
I am trying to do a factory reset on my Dell XPS 12 9Q23 but my recovery system is not working at all. I have tried to create a reinstall disk/usb but it won't read the USB. I have tried the steps given to me by Dell to do a Windows reinstallation but nothing happens. I even tried f2 and f12 and nothing happened. I don't know what else to try. The laptop works partially. My right click is not functioning, can not bring up command prompt, can not open admin mode... I am out of ideas. Please help!

Hi Rhage,
Is this Windows 8? If you can boot to the OS, you can select the option to boot to the UEFI interface from within Windows.

The USB needs to be prepared correctly see here:
http://dellwindowsreinstallationguide.com/download-microsoft-windows-and-office/download-microsoft-windows/download-windows-8-1-retail-and-oem-iso/
DVDs will not boot in a UEFI BIOS with SecureBoot.

I followed the link above and created a USB drive as directed but it will not work. It says platform should be GPT. So I did it again and it still does not work. I had a hard drive completely corrupted so bought a new one. THEN I discovered I did not have a recovery disk. So I am kind of working backwards. Please help!
I have a Dell Inspiron 660 early 2012.

I suggest that you create Windows 8.1 installation media on a DVD using the following procedure:
http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media
Before installing Windows on your new hard disc drive, be sure to disconnect any other hard disc drives.

Hi,
Thank you for trying the steps and getting back.
I think there could be some issues with the Windows image. In this case, you might have to contact our technical support over the phone to request for the back up disks. There might be nominal charges involved if the system is out of the warranty period.
Please check the following link for more info and also for the contact details for technical support in your region:
