Setting region code for DVD

I have an Inspiron 1521 that wont play dvd's because the region is wrong.
When I try to set it to region 1 it wont change.
Vista Home Premium

Look in the Device Manager .........

Start | Control Panel | System in classic view | Hardware tab | Device Manager

Click on the (+) next to DVD/CD-ROM drives.  This will reveal the Brand and Model of
drive.  Please post that.

Many thanks Skybird, I sent the info to the boy in school and he is afraid to do the update himself, so when the comp gets back home I will update and let you know how it went.

I tried to reset my Region Code to 2 (UK), but my Inspiron B130 won't let me; asks if I have Region 2 media (no idea how to find out). In Device Manager, the DVD/CD-ROM drive lists: TSSTcorp CDRW/DVD TSL462C.
 
The original problem started when I got my husband a UK-made DVD for Christmas and then found we can't play it on our regular DVD player because of the Region issue. Would rather watch it on TV but thought I'd check it out on the computer before I get it "translated" professionally. Any suggestions for solutions to either problem most welcome and appreciated.

Well I finally got the notebook home and installed firmware upgrade that Skybird sent the link to. As advertised all problems with the DVD region and a burning CD issue I did not know about were fixed immediately.
