If you just got this PC, you should consider returning it as defective before your 21 day return period (from ship date) expires.
In the future, by using the Advanced Forum Search on the bottom of this page, you can quite easily find the answer to this often asked question.
Once you reinstalled XP, you disabled Dell PC Restore by Symantec. Assuming you repaired it, it would restore the same image it did last time. That's its purpose.
Many posts about using Norton Ghost to make a new file, replacing the old, and doctoring things to make it work. Lots of work, same thing as burning your system to CDs with Ghost or Acronis True Image.

I would run all Dell diagnostics every day until the 20th day after invoice/ship date to make sure it's 100% running fine.
