Is your USB CD drive being used as a USB device or as an internal device?  If it is being booted as a USB device you might want to check the USB options as many folks set this to read only to make sure a USB device doesn't delay boot-up of the machine.

Also, have you tried the F12 one time boot menu?

P.S.  You cannot disable the internal drive via the Windows properties menu; these actions take place before the loading of any operating system so you need to go to System Setup (F2 during the Dell screen after starting the computer) and turn the port for the drive Off.
