Unmountable boot volume error

At startup a blue screen comes up displaying Unmountable boot volume.

I am unable to boot in safe, recovery mode or last working settings.

is there any way to get my to normal with out buy a new hard drive and starting over.

Unlikely.

Remove the drive, mount it in a 2.5" external case, and attach it to a working system by USB.  See what you can copy.

Then return the drive to the system, power on, press F12, load the Dell diagnostics and run a full test.  You'll likely find the drive fails, which means it needs to be replaced.
