If you boot to DOS, doesn't the drivers for the CD-ROM automatically load?  It's been a while since I worked on a Win98 system but I thought the CD drive support automatically loaded if you booted to a "C prompt".

Another thought, if you get to the point you can't load Windows and need to reinstall everything, the hard drive may be so messed up that you will need to boot from a floppy to get it going again (e.g. you may have to fdisk and/or reformat the hard drive).  Best solution is to have the floppy drive working.  If yours is bad, go buy a new one - floppy drives are cheap.
