Windows Vista doesn't recognize Pioneer DVD-ROM. Problem code 39

Hello, I just received my INSPIRON 6400 with Windows Vista Home Premium 32-bit Spanish and does not recognize the CD-ROM PIONEER DVD+-RW DR-K17Y. I went to the device manager and there was a yellow exclamation point next to the icon of the CD drive. I uninstalled and reinstalled the drive again and got the following message:

Windows was able to successfully install device driver software, but the driver software encountered a problem when it tried to run. The problem code is 39.
