Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
My HL-DT_STDVDRWBDGBC-H20N in my Studio 540 stopped working and gave me the above code. My computer wise friend suggested I uninstalled the device, shut down the computer and fire it back up hoping it would re-install the drivers. It worked once, but it just happened again, and now uninstalling the device and allowing the computer to find and re-install the drivers does not work. Anything I can do??

You can try this: Windows Cannot Start This Device...(code 19).

The solution linked to above worked for my CD/DVD drive,
12 years later and on Windows 11 !!
