I think this is a slot-loading drive, right? If you've tried the eject command within Windows file explorer without success, then the drive is most likely dead.
I've seen a few videos or getting discs out of slot-loading drives. I'd try searching for such a solution. Once you get the disc out, see if the drive works properly. But if it does not, I think it will need to be replaced.

Yes, it is a slot drive. It make noise like it is trying to eject the disk but it won't come out.
So I don't think it is completely dead.
