hard drive not recognized

Ok, I stated a few days ago how computer illiterate I was.  So i just received my correct hard drive.  made sure everything is plugged in, even printed off instructions on how to do it in case I had any problems there.  It's so easy, or so I thought.  when I restart the computer, it doesn't recognize it.  I just get the black screen that tells me to hit f1 to try reboot, or f2 or setup utility.  I'm unlcear if there is anything that I need to do in the setup utility but again any help would be appreciated.

If you are planning to reinstall the operating system, then tab F12 on boot up and boot to the OS CD. The hard drive has nothing on it, so you will have to install the operating system.

Did you set the new IDE hard drive's jumpers, to "Cable Select".

Ugh, here I am again.  It just keeps on doing the same thing, giving me the same message.  I have the cd in the drive but doesn't seem to recognize it at all.  according to the directions for the hard drive install after I reboot it should detect the new hard drive but it doesn't seem to al all.  did I just not install the hard drive correctly??

The jumper settings should be on the case of the hard drive, or you could go to the manufacturer's site and find them.

I'm not sure if it matters but I am just replacing the hard drive, not adding another one.  So the other hard drive isn't working, I've completely taken it out.  I think I figured out what the cable select is,  I'm looking at the end of the hard drive where you plug the things in and there is a little black thing that is over two of the prongs that per another site, says that would be a cable select?  Like I said clueless.

ok, I found them.  according to the website, they should be set on 7 and 8 since it is the only drive.  I changed it becasue it was set on the cable select, now it's changed to master or single drive.  I am still getting the same message, f1 to reboot, or f2 for setup utility.

If the hard drive is a Seagate Barracuda, the cable select settings are 5 + 6 see the following,

Set the jumpers to cable select.  Connect the drive to the end IDE cable connector. 
Make certain that IDE cable to the drive are correctly plugged into the drive and motherboard, the 4 pin power connector plugged in.  Maybe replace the IDE cable with a new one.
 
Check in the setup, if the hard drive is recognized.
 
Please post the hard drive model and make or a link to their website.
