switching b/w cd and floppy problems

Not sure if this is thr proper forum for this, but I'll try anyways.
 
I have a user that just got a new Optiplex 280. Our installation requires us to remove the default operating system and install their version of Windows XP.Now that we have done this, I can no longer switch between the cd and the floppy drives. It will recognize the change to the floppy, but if I try to put the cd drive back in, I get nothing.
 
I looked in Device Manager, and I'm having an error with ISAPNP Read Data Port. It says device won't start because there was a conflict with motherboard resources at 0A79-0A79.
 
I tried to download and install the chipset drivers from Dell, but it hangs up when I reach 90%, and after a reboot, I am forced to do a recovery from the cd. (CD-ROM works if it's in place upon start-up)
