Yes, I am logged in to Powerlink.  I attempted the link with http only, and I still get the access violation.  I believe it is something with my account setup, because I can not download ControlCenter software/patches.

I couldn't locate the release notes.  On Powerlink, all I see are the release notes for 6.1 dated December, 2009.
