My Dell update problem
After resetting my laptop, my dell application started act weirdly so when i open it it asks for update which i must install but when i tap on install it asks for admin permission and then it again asks for update.....

Good news. I manually installed Fusion Service v2.0.58.0 on my Inspiron 5584 / Win 10 Pro machine and My Dell is working normally again. If I click "About" at the bottom of the My Dell interface (see the image below) it correctly detects that I have My Dell v2.0.30.0 (i.e., the same version reported at Settings | Apps | Apps and Features).
If you want to try a manual update yourself go to the support page <here> for your Vostro 3590, download the latest Fusion Service v2.0.58 installer (Fusion-Service_M93KW_WIN_2.0.58.0_A00.EXE) and save the file to your Windows desktop. Then right-click the .EXE file, choose "Run as Administrator", and follow the remaining prompts to install the update. It might not appear that anything is happening for a minute or so but you should eventually see the pop-up shown below confirming that the installer ran to completion.

Now i checked and found that i too dont have latest version of fusion, should i try install latest one? Also i am running windows 11 on Dell Vostro 3590

What is model of your Dell computer and Windows operating system (if Win 10 or Win 11, please include the version and build at Settings | System | About | Windows Specifications).
If you go to https://www.dell.com/support/home/en-us?app=products and enter the unique Service Tag for your computer, does the Drivers & Downloads tab of the support page for your computer model show that an update for the Fusion Service was recently released for your system?
I have the same issue as you where My Dell repeatedly asks me to install the same update, even if I click OK in the UAC prompt to give the Fusion app permission to make changes to my system.
If I go to Settings | Apps | Apps & Features it shows I have the My Dell v2.0.30.0 app (updated by the Microsoft Store on 15-Apr-2022). When I try to install the Fusion update being offered by My Dell the Control Panel | Programs | Programs and Features indicates that a fresh copy of Fusion Service v1.92.27.0 is installed. For example, when I opened My Dell yesterday and tried the update the Installed On date of Fusion Service v1.92.27.0 was 15-Apr-2022, but after another round of attempted updates in My Dell today the Installed On date of Fusion Service v1.92.27.0 has changed to 16-Apr-2022. As far as I can tell My Dell just keeps installing the same Fusion Service v1.92.27.0 over and over but isn't happy with the update.
The support page <here> for my Inspiron 5584 shows that a new Fusion Service v2.0.58.0 for My Dell was released yesterday on 15-Apr-2022 for my system. This update isn't detected (yet?) by either SupportAssist v3.10.4 or Dell Update v4.5.0 but I'm beginning to wonder if manually installing that recommended Fusion Service v2.0.58.0 update would allow me to use My Dell again.

Worked for me as well, for my Vostro 14 5410. Thank you so much.
Also, what should I do with regards to the fusion service exe that is now on my desktop? Kindly let me know.

After installation you can delete that .exe file

Type in your Model or Service Tag and then Simply download and install the Del Fusion Service, April 15, 2022 file M93KW_WIN_2.0.58.0_A00.EXE
From https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=m93kw
Takes less than 90 seconds. Works like a charm. Lots of Luck. Gramps2

Edited - it works now with an extra step: Reinstalling everything - incl. Fusion was the first thing I also tried yet Fusion could not be reinstalled with the version 2.0.58.0 on my Win11Pro initially.
I finally got it back to work. It seems the "NO_DOWNGRADE" was related to vcredist where he error log from the extracted installer showed some problems.
1. Extracted the Fusion Service installer (my not be necessary when next step is done)
2. Download the latest vcredist (I used x64) from Microsoft site https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
3. Reboot
4. "My Dell" app now starts the service and runs
