My device Dell Venue Pro (7.5) still doesn't see any updates to 7.8

No such luck for me. I've tried to force the update countless times and it hasn't worked yet.

Please, someone who's gotten it to work, I implore you to post the EXACT steps.

The main trick is that your laptop should be connected to the Internet via slow connection (the less the better). In this case you have a time to disconnect wifi after 2 seconds when you click Update. If you use fast internet connection then it is very hard to catch the right moment to disconnect. Good luck!

btw, don't forget to turn off wifi and cellular data connection on the device

This is impossible. You may only update to WP7.8
