Unable to Connect to Internet Except in Safe Mode

I am using Vista on Dell Studio 1735. I am unable to connect to I.E. except thru Safe Mode. I was advised on another Dell Forum that I probably had a virus and was redirected here. I have a new and current version of Norton, as of Sept 2014, but am unable to run it in Safe Mode. What am I to do? Thank you very much for your help.

What is the version of Internet Explorer?

couldn't load xpcom - firefox xpcom - couldn't load xpcom

Please try these steps:

- Hold Windows Key and Press R

- Type inetcpl.cpl and click ok

- Go to advanced tab and select Reset -> delete personal settings -> reset

restart IE and test to see if it works.

I tried the steps suggested to reset personal settings, but I'm still unable to connect to Internet Explorer 9 except in Normal Mode. Only able to connect to I.E. in Safe Mode.

type iexplore.exe -extoff and then test?

Can you download Chrome in Safemode and then see if that works in normal mode?
