Why would you NOT be able to?
It's not UEFI, so it might not be bootable as C:
Why not just add a SATA-3/600 2.5inch SSD?

I already have 4 devices requiring power cables (2 ssd drives, one regular drive, one dvd) and would like to avoid additional cable connections
