For testing, you may disable that service in the Task Manager. DCFWinService is part of the Dell Foundation Services software. See this Dell article and this Forum thread.

If you do not see Dell Foundation Services in the Apps & features list to uninstall it, just keep DCFWinService disabled in the Task Manager.
