BOOT / DIAGNOSTICS

Hello All

My I'm trying to give a family member my laptop. After a failed factory reset it will not boot. The dell logo comes up but F8 dose not work. The only options that I get are F2 for set up and F12 for boot settings.

What do I need to do to fix this. It just keeps running the dell diagnostics over and over again. The diagnostics says that nothing is wrong with it but it just wont boot into windows
