Cannot Install Windows 7 on New Hard Drive

Hi there-

Im new here.  I recently bought a dell inspiron mini netbook from a guy off ebay and i was told to set up a system image on an external drive for reasons of backup or restore. Now, I just bought a 320GB Hard Drive and I want to use the system Image to put the OS back onto the new drive but when I try the F8 thing, nothing happens, Im either prompted for F2 which is settings or F12 which is the boot menu. I get this error when the computer trys to boot up normally.

Operating System Not Found

Of course the operating system is not found its a brand new hard drive which doesn't have anything on it. If anybody knows how to get my windows 7 back on the new drive, please post here.  Thanks in advance.

Note this system will likely have a license for Windows 7 Starter. There is no download link from Digital River for the Starter version but it can be obtained by modifying the bootable USB stick made from the Windows 7 Professional 32 Bit .iso by removing the ei.cfg file, see here for details:
