Installshield error 1628: Failed to complete installation

Installshield error 1628: Failed to complete installation (This is Installshield message
after clicking Finish when it said installation was complete)
 
Problem:
 
Trying to reinstall driver for AverTV USB 2.0 (originally bought with new
Dell computer).
 
Original installation when I first had the computer went okay.
 
One part of AverTV scheduler never worked (schedule could be set up
but recording did not actually take place).
 
I was trying to install updated software from Avermedia website.
 
I have gone back to try to reinstall from original CD as well.
 
Already tried:
 
Cleared C:\temp and (username)\Local Settings\temp (apart from few files
that would not delete). Checked that previous running installations are
not running (as described in InstallShield Consumer Central) - they were
not.
 
I turned off my antivirus and made sure no other applications were
running.
 
I have contacted Avermedia and they do not have a solution. I
was considering Windows Installer Cleanup Utility, especially as the
software remains listed in Add/Remove Programs even though Ihave tried to
uninstall it - would this be a good next step?
 
I am thinking that this is basically a problem relating to Windows XP and Windows installer rather than AverTV.

Search the Dell forums. Somebody recently (last week or 2) posted a link to fix problems with InstallShield.

You could try to do it in safe mode as a workaround.

You probably don't have the appropriate equipment needed to run this equpment, even though it's nice to have it. This type of program is inteded to a person who runs their business out of their home, and is connected with a major corporation. Not that you can't use it, you will jusst have to set up your own account.

That is ludicrous. The equipment involved is a TV tuner (see this) and has nothing to do with home businesses.

Ron/RoHe: Thanks for the suggestion.
 
I have tried installing in Safe Mode and the installation program stops with
the error:

1607: Unable to install Installshield Scripting Runtime
