Slow Load

I have a Dimension 3000 and am having trouble with slow loads and pages stalling.  I called a computer repair shop and they suggested that I check and see how many programs are on my start menu.  He said look at the number in the bottom left corner of the task manager.  The number is 57.  He said to drag and place them in the all programs, but I not been able to get this to work.  Programs in the start menu are the ones on the left when you open the start page.  Right?

Any help would be appreciated
