Secure Boot On would require DELL OEM video card.

Secure boot OFF with CSM ON is required for NON DELL cards and drivers.  If your card ONLY works with UEFI bios that may be the issue due to not supporting MSDOS VESA Video mode 103 which means you wont see anything until windows loads.  You may also need to download and install bios step by step until you have the last bios for your system.

WHQL Drivers are required now.

DOTNET is required for ANY ATI Driver or the Catalyst control panel will not load.

There is also talk about Legacy Bios required?

No Idea if thats true but that would also be an issue.

...also, what version of Windows are you on (7, 10, etc.)?  Assuming Windows 10, you tried the latest AMD 20.4.1 driver released 4/2/20?

There was a BIOS update fix years back to address graphic card compatibility.  What BIOS version is your 8700 on?

Having same issue.  Did a fresh install of Windows 10 and have tried R9 270 drivers from Dell, AMD..etc.

15.200.1055.0 (7/6/15) The driver from the Dell site.

22.19.172.769 (6/27/17)

27.20.21003.8013 (5/11/21)

They all end in black screen.  My bios is a little out of date (A09).  Will the system bios affect this?  I am nervous to update the BIOS if I don't have to, but in this case, I can't get the R9 270 drivers to work.  I just don't know if the system BIOS would impact this at all.  Can you help?

Would the system BIOS impact ability to load R9 270 video drivers?  I am on A09 (Dell 8700) with Windows 10, and any driver I try ends in black screen.  Is it worth the risk to update BIOS to latest (A14)?

This sounds more basic aka fake video card which is why drivers wont load.

Thank you for the fast reply!  This is the original video card that came with my 8700 when I bought it direct from Dell.  Everything has worked fine (for years) until I did a fresh install/upgrade of Windows 10.  So I’m pretty certain it’s a genuine card.  The only other thing I can think of is that my bios is older.  But I’m not sure if that has any impact on this..?

I am having the exact same problem, like you working fine for years. The basic windows driver works just fine, but using the AMD driver causes the exact same problem black screen. Any luck in solving the issue?

I tried for about a week, trying every trick I could find online and numerous suggested drivers.  Nothing worked.  Always black screen.

I ended up pulling the card out and buying a $200 nVidia GeForce 1650.  Those drivers installed automatically and just worked.  No issues since.
