That Feature Pack was for systems running Windows 7 and 8.1. The following forum post would indicate that it will either not work at all on Windows 10 or with a number of problems.
Install it by downloading the file. Right click it. Choose Properties. Choose Compatibility Mode. Choose Windows 7
Then go to Keyboard Control Panel.
For me however, whenever I select 'NEVER' turn it off it immediately turns it off LOL, so I instead selected 5 minutes and ANY input can turn it back on... Way better than the 5/10 second default.
I have a Dell 4700 and 6800. And it worked fine on both (except not being able to set it to never)

Is there a way to control those features on the XPS 15? I'm trying to change how long the keys stay backlit
