Dell XPS 15 9575 Power Adapter Warning

In the past 2 weeks, I have been getting the Dell Power Manager message below when attempting to charge my computer. Sometimes the charger will charge for a little bit if I unplug it and plug it back in to the computer. The charger also sometimes makes and electronic scratching/squealing noise near the port. I am using the charger I got with the laptop and neither the charger nor the computer have been damaged. Please help advise on how to fix the problem.

"You have attached an undersized adapter to your system. To continue operating normally, your system may draw power from the battery. The battery charges only when the power provided by the adapter is greater than the needs of your system. Attach a supported power adapter with at least 130 watts."
