XPS 13 CPU (i7 -1051U @ 1.8 GHz) runs at very high frequency >3 GHz, and hot

Hi,

I've noticed that my XPS 13 runs with what seems like very high CPU frequency. The stated design frequency is 1.8 GHz, but it typically runs at >3 GHz, even when not much is being run. The fans sound like they are running at full power, and the laptop is often hot to the touch. Should I be concerned about this?

Changing the battery profile to power saving does not change this fact. Dell Command Update says I'm up-to-date, and it recently installed a BIOS update.

The problem was that Cortana had added itself to the list of startup apps, and was using a lot of CPU in the background. I disabled Cortana and things are OK now.
