Go to SolutionCIFS server with no shares

I asked this question in different thread but now want to understand it and posting a new thread.
Our environment has 2 CIFS servers. One CIFS server has all the CIFS shares and is created on virtual datamover. I understand the reason for this one.
2nd CIFS server is on primary data mover and has no CIFS shares. But if i browse to it with \\CIFS_Server\C$ i see all the file systems that are associated with iSCSI LUNS. I also see root file system for virtual data mover and another folder named svtl. Can anyone please tell me why did we have to create a CIFS server to hold all the iSCSI LUN file systems.
