Full Brightness in Battery Mode

I have an Inspiron 5160 running XP.  How do I get full brightness while running on battery?

use the Fn+ up arrow keys.

Additionally, make sure that the up/down arrow keys have blue objects that look like suns on them to indicate that those are used for changing the brightness.
