FAT blue lines in print outs

I tried to print an envelope, all in black, and the addresses and return address printed in RED with fat BLUE lines over it vertically.  I printed a letter head with some others colors in it and all the colored parts had the same fat blue lines.   I did the same thing again for an envelope and it did the same thing.  I also tried to print a colored buisness card with the same problem it printed in color but the whole card was covered in BLUE.  I ran a test page and all of the colored lines - yellow, red were covered with blue, but the blue and black lines were OK. At the bottom left side the large square test was covered in blue but the right side large square with numbers and alphabet was printed in black and OK.  The envelopes print on the right side of my printer the same side as the test page test square would be.
 I would suppose I need a new color cartridge but mine is only a few months old and says I have 75% still left.
Note:  I did have this one refilled once, as I do with my black ones which never have problems.  Could it be that it is bad because of the refilling?  It was done at Island Jet. I am going to ask them about it also and have them look at the cartridge today.
