Dell Inspiron 1100 - Error Code 1000-0141 when rebooting

I recently tried to reformat my Dell laptop's hard disc. I think I may have deleted some important sectors or partitions when I reformatted.

When I finished and rebooted the computer, I got this message on a black screen : :"No boot device available. No bootable devices. Press F1 to retry reboot and F2 for set-up utility." Hitting F1 gives me the same message.

When I go to set-up utility on the BIOS screen, I notice that my hard drive is not listed as being active. Where it says "Primary Hard Drive:" the word "none" is listed, which expains why I'm getting the "no boot device available" message.

When I go to the diagnostic screen and run a test on the hard drive, I get an error message: "Error code 1000-0141. No drive detected."

Does anyone know what I should do to get my laptop up and running again?

And please keep in mind that I can't launch windows. I don't know how to get to the DOS screen and my hard drive and my CD disc drive are currently inoperable.
