So I was wrong it's nothing running in the background from Dell. I have reinstalled Windows and installed drivers with snappy driver no dell drivers. It is a clean install now nothing from Dell so of course it runs better.
I guess I will use edge until Google fixes this or I will get some help maybe there is a forum somewhere for google chrome.
edge is good but it was using it's own mind doing what it wanted. Finally got it set up like I want it if it don't decide to change settings all of a sudden. But edge is still not chrome nowhere near it.
I needed to add more details. When I am navigating google maps If I walk away and come back sometimes Chrome is froze. I have to close chrome and reopen. Also YouTube videos if I pause the video and come back after screen goes off I have my monitor go off after 3 minutes. But it does not matter how long the monitor is set to go off I still have this issue. I really need to get this resolved. As @RoHe or @speedstep
cannot remember witch one I am using Microsoft Edge but it's not chrome. It does what it wants I change a setting it resets itself.
Current edge is based on chrome code so you have corruption or worse. We are done. This is not supported by dell. There is support for chrome its not free.
Because Microsoft Edge is now built on Chromium, it supports extensions from the Chrome Web Store (although you'll see a pop-up encouraging you to switch to Chrome). The default home page is a Bing search box with content from Microsoft News.
Edge is available for Windows 10, Windows 8.1, Windows 8, Windows 7, macOS, iPhone, iPad, and Android. Microsoft has even working one edge for linux in the future, as Chrome already runs on Linux.

I am still having this issue and it only happens with Chrome on the Dell XPS 8930 does not matter what monitor I am using an older HP monitor on the XPS 8930 right now. And I have my older HP Elite 8300 connected to the dell monitor. I decided to test the HP on the Dell monitor to see if I have the issue. And the HP Elite 8300 is connected to Dell monitor or older HP monitor no issues XPS 8930 still has the issue on HP or Dell monitor. This is very strange I just don't know and I installed Google Chrome Enterprise like someone suggested. I just don't know what to do. Maybe if you cannot help maybe someone else will.
I never asked for on demand. I posted and there was no reply. This forum is free that is why I posted and I do not have any warranty on my system so tech support will not help. Even though @DELL-Cares sent a PM but after sending my service tag replied saying my system was out of warranty. Made me wonder why did they even reply.
