Area-51 R2, Windows 10-1903, screensaver broken
Microsoft pushed Windows 10-1903 (18362.418). Since then, my D3218HN monitor does not turn off after 5 minutes as set below. Not a huge issue, but it was working in prior versions of Windows 10 =

I have Windows-10 Pro 64bit v1903 installed on a couple of systems here. Screen-Saver works fine.
Try option 2:
Then use a default one, maybe changing only the monitor sleep time.

Also, this is Alienware, so not only is Alienware Command Center running, but there is likely also a Service running called something like "AlienFusionService" which tries to keep the Power Settings synchronized between AWCC and the real Windows ones. You can try:
- making your desired setting in both places
- stopping this Service, and see if it helps with your problem

Since this is a newer monitor, I wonder if Windows-10 is detecting it properly, since the last major Windows upgrade was installed (and subsequent device migration).
When you see it in Device Manager, does it have its full proper model name and show that it is Analog or Digital ?
