Area-51m, Intel Optane memory pinning
Hello all,
I would like to get a solution to this error on Windows 10 with version 1903:
Intel Optane(tm) Memory Pinning : can not load the file DLL ´iaStorAfsServiceApi.dll´ : Can not find the specified module. ( Exception HRESULT : 0x8007007E).
Any help ?

Another possible solution is to remove the Intel Optane software that was installed (in error) during the "auto update" installation of the Intel Storage Drivers - You can do this by going to the Add Remove Programs - You should see a specific Intel Optane Software Component. Uninstall the Optane software and it should resolve the issue you are experiencing. This is how I resolved it at least.

It has probably affected all Dell notebooks / Desktops on account of update for Windows 10, version 1903. The problem is Intel Optane Memory app was installed as a part of the Windows 10, version 1903 update and seems a high level issue if the drives supporting Intel Optane Memory caching on Dell devices isn't installed. Probably Dell should be releasing a force patch to perform a silent uninstall on devices which got Windows 10 version 1903 update and don't have devices supporting Optane Memory caching.
In the meantime while the Dell software support team investigates here are the steps to perform manual uninstall in an easy way.
2. Click on Start icon and type Add or remove programs and launch the Add / Remove program.
3. In the list click on this application
4. Click Uninstall. Preferably reboot after that so that its not hogging on your Windows processes.

Hi,
I had the extact same issue and tried reinstalling drivers which didn't work.
What worked for me was to remove the Dell Rapid-Storage Driver. To do this, download the exe from the dell website (Intel-Rapid-Storage-Technology-Driver-and-Management_589C4_WIN_17.5.0.1017_A00).
Run the exe and select remove software. This resolved the issue for me

I got the same error after updating to 1903 Windows 10 update on my Dell Latitude 5590.
What does the Intel Optane actudally do? Is it safe to uninstall it? If I don't uninstall, does the error really affect my laptop?

Your solution appears to have worked. I followed your directions to uninstall the software and reboot. So far so good.
Of course, I'm still absolutely IRATE that Dell knows about the issue and wanted to charge me $300 to fix it.
It's ridiculous that they can create a problem and force us to find the solution.

In "Add Remove" there's an option to modify. I tried that out, seems to work.
