If this is your first time working with Avamar from a capacity management perspective I'd suggest starting with the following article
KB 457224 - Avamar User and OS Capacity Management
The article also has a link to a short video presentation which may also be helpful.
If you still find yourself unsure how to proceed I'd recommend opening a support ticket. Explain to Support why you think the Avamar utilisation should be decreasing and provide output to illustrate your reasoning so they can more effectively help you.
