Optiplex 790 PCI Serial Port Driver Missing after Windows 10 Upgrade

Hi, 

I recently acquired an Optiplex 790 with an i5 2400 3.1GHz processor, 8GB of ram, a PNY 125GB SSD. and a Hitachi 1TB HDD. 

I installed a clean copy of windows 10 on it and all went well except the PCIe Slots wouldn't recognize my TV tuner card. 

After a looking into it I found the that the PCI Serial Port driver is missing and that this may be the most likely cause of my issue. 

To fix it I took the following steps:

1. Downloaded and intstalled the latest chipset drivers from the DELL website. These drivers are labelled for windows 10 use 

2. Down loaded this driver DRVR_WIN_R296702.EXE for the foxconn PCIe add in card driver.

3. Reinstalled windows 10 to see if the drivers would automatically update. 

Unfortunately none of that worked, the only other option i see is to possibly run the fox conn driver install in compatibility mode, but I worry that it won't work. 

Another possiblity is to install windows 7 install all the needed drivers, then install windows 10 over top to see if that fixes it. Or leave widows 7 as is. 

Has anyone else experienced this problem and resolved it? If so how? 

Has anyone been able to upgrade fully without issue?

1X comes in 4 flavors of  PCI-E versions 1.0      2.1     3.0  

Dell units In General DO NOT WORK with other than VIDEO CARDS in X16 slots.

Older cards do not seem to be compatible.

The newer bus Link speed not DOWNCLOCKING or Secure boot Hardware Certificate is why old cards are not seen.

For single-lane (×1) and 16-lane (×16) links, in each direction:

  • v. 1.x (2.5 GT/s):
    • 250 MB/s (×1)
    • 4 GB/s (×16)
  • v. 2.x(5 GT/s):
    • 500 MB/s (×1)
    • 8 GB/s (×16)
  • v. 3.x(8 GT/s):
    • 985 MB/s (×1)
    • 15.75 GB/s (×16)
  • v. 4.0(16 GT/s):
    • 1.969 GB/s (×1)
    • 31.51 GB/s (×16)
