If you machine is not on Dell supported list, changing CPU makes no different. But you won't need a CPU upgrade to install Windows 11. Instead, removing all your drives and just clean install on a small SSD to test Windows 11 and see how it perform on your machine. If you don't like it, just swap everything back.
