Alternate method to fix quote double-quote issue - SOLUTION

This thread poses a question how to repair quote or double quote key needing to be touched twice for a result on screen then it displays two sets of the required character.

I am now on my second Dell Inspiron. My previous Inspiron corrected itself when an external keyboard was plugged in and use. External keyboard removed, the problem no longer existed.

It was frustrating t find the same issue in my new Inspiron. The external keyboard method did not work. I read the solution above but before attempting to re-do the keyboard driver I noticed the taskbar has a keyboard icon. It was set English (Australia). I set it to English (United States) then back. The problem rectified.
